If the death was not service-connected but the veteran was receiving VA pension or compensation at the time of passing, a standard burial allowance may still apply. There's also a plot or interment allowance to help with the cost of the burial plot itself if the veteran is not buried in a national cemetery.

Burial in a National Cemetery One of the most significant veteran burial benefits is eligibility for burial in a VA national cemetery at no cost to the family. This includes the gravesite, opening and closing of the grave, a burial liner, a government headstone or marker, and perpetual care of the gravesite. Texas is home to several national cemeteries, including Dallas-Fort Worth National Cemetery and Houston National Cemetery, giving families across the state accessible options.

Government Headstone or Marker Even if a veteran is not buried in a national cemetery, the VA will furnish a government-issued headstone, marker, or medallion at no cost to mark the grave. This applies to veterans buried in private cemeteries as well. Families simply need to apply through the VA's National Cemetery Scheduling Office or work with a funeral home that can coordinate the process on their behalf.

Presidential Memorial Certificate Eligible veterans and their families can receive a Presidential Memorial Certificate — an engraved certificate signed by the President of the United States — as an expression of the nation's gratitude for the veteran's service. This is a meaningful keepsake that many families treasure for generations.

Military Funeral Honors Under federal law — specifically the National Defense Authorization Act — veterans are entitled to military funeral honors upon request at no cost. At minimum, this includes the folding and presentation of the U.S. flag to the next of kin and the playing of Taps, either live or by recording. Additional honors, such as a rifle salute or full honor guard, may be available depending on the branch of service and local resources.

Texas Veterans Land Board Programs The Texas Veterans Land Board administers several programs that, while primarily focused on land, housing, and home improvement loans for veterans, also play a role in supporting families during end-of-life planning. Families of veterans who pre-planned using VLB resources may already have cemetery arrangements in place — which is why it's important for families to review any pre-existing plans or documentation when a veteran passes.

Property Tax Exemptions for Surviving Spouses Under Texas law, the surviving spouse of a veteran who was killed in action or who died as a result of a service-connected disability may be eligible for a total property tax exemption on their primary residence. This is a significant financial relief measure for surviving spouses in Texas. The exemption is governed by the Texas Tax Code and requires an application through the local appraisal district.

Hazlewood Act While primarily an education benefit, the Hazlewood Act is worth mentioning because it reflects the broader commitment Texas has made to honoring veterans and their families. Under this law, eligible veterans and their dependents may receive an exemption from tuition and certain fees at Texas public colleges and universities.
